National order is the presentation of national ideas to solve the problems of man, society and the state. This requires an explanation of two concepts:

2. Nizam
The nation is connected with the nation. The nation is a historical, cultural and ideological union, not an ethnic one, which has a common notion of danger and benefit on the basis of belief and unity of values. Our faith gives us the basic concepts of understanding man, society and the state. It is our national and religious identity that connects us with our millennial history, the ummah and the Turkic world, which spans a vast geography. Our faith is also the foundation of the invariable mental values of our people. These mental values are a dignified individual, a healthy family and a society in which individuals are always close to each other. The nation is working for its individual, and the individual is working for his nation. For this, the nation is the only necessary environment for the individual, and the individual is the essence of the nation. A nation with these characteristics is the foundation of a state that will ensure justice for all, regardless of race, gender, age or religion.
Order is a system of relations that unites the parts and ensures peace and development. Disorder is disaster, order is happiness. The order has the character of a national order when it is established taking into account the realities of national historical heritage and beliefs.
In the era of globalization, our people do not need regulations imported from abroad. Because, except for universal needs, the imported regulations do not represent the interests of the Turkish-Muslim world of which we are a part. In many cases, the purpose of imported regulations is to turn Azerbaijan and the Turkic-Islamic world into raw materials for neo-imperialism.
