After Henry and Charles came out of the high wall, they arrived in the jungle by helicopter. General Calais welcomed them and asked them to solve their problems as soon as possible - the remaining members of the Top Hat had built a rocket at the Top Hat launch site and planned to go into space to build a space station, and if the launch was successful, the Top Hat Gangs are a big threat to the planet. Since Henry and Charles teamed up to capture the airship, they would be the perfect candidates for the mission. Henry and Charles arrived at the Top Hat launch site by helicopter, and Henry jumped to the side of the blow-off cannon. But Charles was targeted by the anti-aircraft guns, and Henry drew a cloud that obscured the gun's crosshairs. Charles thanked Henry. The Top Hats announce that the rocket will be launched soon and everyone can get on board. Charles dropped a swing from the helicopter, allowing Henry to grab and mix into the rocket. The rocket entrance was closed as Henry rolled into the storage room. Two Top Hat gang members mentioned their thoughts on the new leader. Charles noticed that the Top Hats were all there, and he needed Henry to sneak into the engine room. Charles hacks the Top Hat bot and makes it dance. Everyone ran to watch the robot dance, and Henry sneaked into the cabin. Henry went to the engine room and threw a herring into the engine vent, which was severely damaged and could not be fired immediately. Henry left the engine room and entered the exhibition gallery of the former leaders of the Top Hat Gang, leading to the cockpit. Charles said if he could lock everyone inside, the government could easily arrest them. Henry has to sneak past. Henry switched places with a swap gun and a top hat gang member, and quickly entered the cockpit. Henry met the current leader, Sven Swenson, and he immediately pointed his gun at Henry and recognized that Henry was the one who caused the government to copy the airship. Charles put a horn on the helicopter and Sven dropped the gun. Henry knocked him unconscious in the ensuing melee and locked all of the Rockets' doors, trapping the Top Hats. Seeing that Henry had completed his mission, Charles called for reinforcements. During this time, multiple helicopters arrived at the rocket. As Henry drags Sven, a member of the Top Hat tries to get Sven to open the door so they can escape, or at least get their weapons. However, the government had no trouble arresting them. Charles himself came to greet and congratulate Henry, as did General Calais. He offered Henry to be promoted along with Charles to a special covert operation, allowing Henry and Charles to perform more missions together. Henry accepted, and now he and Charles are great partners.
