The development of information technology has now entered the Industrial 4.0 era which is marked by the many implementations of Artificial Intelligence in human life. An example is the application of the Decision Support System to build service automation.
The Office of Communication and Informatics as a data custodian agency certainly needs to utilize technology to service data requests. Technology that is commonly used to serve the needs of data users via the web, email, or direct chat with officers via social media. The technology applied so far is still not fast and precise in meeting the needs of data users such as e-mail because officers do not regularly open e-mails so that in serving data requests they are less responsive, besides that data users do not understand how to search for data on the one data portal. Data users who make data requests via chat are also not immediately responded to, and served and often forgotten due to limited human memory. For this reason, it is necessary to develop a system that can answer the needs of data users quickly, precisely, efficiently and properly managed, namely by designing a Virtual Data Assistant application whose job is to serve data requests in real time, automatically and managed in a system based on Artificial Intelligence.
