The Caribbean Energy Sustainable Energy Efficiency Program - PEECES was conceived during 2017 as a proposal for the Green Climate Fund - GCF, which was presented to the Ministry of Finance and Public Credit by the Ministry of Mines and Energy, with technical support from the UPME and the collaboration of the DNP, foreseeing an estimated investment of 200 million dollars by the GFC, IDB and the Colombian State through the FENOGE. Thus, the IDB, with its own resources and the support of the UPME, DNP and FENOGE, carried out the consultancy for the structuring of the components of the program, through which it seeks to benefit the entire Caribbean Region, especially users most vulnerable

PEECES, is a comprehensive program of great importance that allows the presence of the National Government in the Caribbean Region in its 7 departments (Atlántico, Bolívar, Cesar, Córdoba, La Guajira, Magdalena and Sucre), benefiting residential users of strata 1 and 2, by reducing their costs in the energy bill and the use of efficient technologies in their homes, making the Caribbean Region improve its indicators of energy efficiency, network restriction and quality of electricity service, which will generate that this region becomes a benchmark at the country level, and why not at the global level, of a massive change in technologies and culture that promotes Efficient Energy Management. Currently, PECEES is developing Component 1 called EFFICIENT CARIBBEAN, which is executed and financed by FENOGE, and seeks to replace 54,619 refrigeration equipment in the departments of Atlántico, Bolívar and Córdoba, for this it has a potential of 464,190 users of residential strata 1 and 2 in the department of Atlántico, 408,119 in Bolívar, and 291,170 in Córdoba. In this Component, a benefit of 400 thousand pesos is granted to each of the beneficiaries of the program, equivalent to 54,619 residential users belonging to strata 1 and 2, in order to promote the replacement of efficient refrigeration equipment with RETIQ A labeling, allowing obtain estimated savings in energy consumption between 40% and 60%, in addition to contributing to obtaining the potential benefits indicated above. Since February 2020, FENOGE has been executing Component 1 "Efficient Caribbean", which is developed in two stages, the first called Pre-Operational, in which technical, financial, legal, environmental planning is carried out. social, administrative, logistics, and control and monitoring necessary for the proper operation of the Project; and the second, the Operative, in which the operation of the project is implemented and monitored.
