The Alliance arises as a concern of a group of non-profit organizations that came together to face together the challenges that retirees face. One of these challenges is to improve health services for pensioners. The President of the Association of Ex-Employees Associates of AESA, Mrs. Genoveva Ríos Ruiz, undertook the task of organizing a group of 18 organizations that represent pensioners in what was known as the Board of Pro-Pensioners Organizations. On the other hand, and in separate efforts, the Puerto Rico Government Pensioners Association, chaired by the CPA. Roberto Aquino, was promoting bills in the legislature in favor of pensioners. Having these organizations of pensioners common goals, they decided to respond favorably to the invitation of Dr. Luis Colón to form an Alliance with the purpose of joining efforts to together advance the causes of pensioners. It is then that the Alliance for the Health of the Pensioner arises.
Today, the Alliance is made up of 41 organizations representing pensioners whose enrollment (members), together, exceed 200,000 pensioners from government and public corporations.
