From 1 January 2012, with the entry into force of art. 15 of Law 183/2011, in relations with the organs of the Public Administration and with the Managers of Public Services, self-certification becomes in effect an obligation and not a mere discretionary power and therefore the certificates are always replaced by the substitutive declaration of certification.
The substitutive declaration of certification is a declaration that replaces the certificate, and is mandatory in relations with the Public Administrations and the Managers of Public Services, pursuant to art. 46 of the D.P.R. 445/2000, optional in relations with private individuals.
The affidavit of affidavit is a declaration that refers to states, personal qualities and facts that are in direct knowledge of the interested party or related to other subjects to whom he has direct knowledge and makes in his own interest, excluding the situations expressly provided as substitutive declarations of certifications. The substitutive declaration of the deed of notoriety replaces the deed of notoriety, pursuant to art. 47 of the D.P.R. 445/2000.
The registry certificates must no longer be requested or issued, at least with regard to the deeds and procedures pertaining to the Public Administrations.
Citizens who will have to certify their personal status must necessarily avail themselves of the self-certification and all public administrations will be obliged to accept them, unless they then have the verification powers provided for by law.
It is specified that you are responsible for what you declare with the SELF-CERTIFICATION in the sense that administrations and individuals have the power to carry out checks on correspondence to the truth of self-certification and in case of FALSE DECLARATION the registrant is reported to the judicial authority and lapses from any benefits obtained with self-certification.
For the substitutive declaration of certification it is not necessary to go in common and the stamp duty is not paid.

The certifications issued by the municipal registry offices can still be requested in the context of relations with private subjects (banks, companies, insurance companies, sports clubs, etc.), but even in these cases it will be possible to assert self-certification, subject to the consent of the subject private applicant.

The certificates of registry and civil status for individuals are subject to stamp duty of € 14.62 excluding the exemptions in force pursuant to the D.P.R. 642/72 as well as special laws. The citizen has the obligation to cite to the administration to which certification request is made the use and the rule that exempts from the stamp duty, which must be compulsorily indicated on the certificate issued. Therefore, the responsibility for a possible evasion of the tax, provided by the D.P.R. 642/72 and subsequent amendments and additions, falls exclusively on the applicant and on the public official who facilitated him in making the tax evasion possible. The non-application of stamp duty provides a penalty of between 2 and 10 times the unpaid stamp duty.
