In this book, first published in 1884, the author documented the process of gradual degeneration in the UK after 1850 of classical liberalism. It turned into something called "social liberalism" in the 20th century. This causes a return to mercantilist and militant social order. The author shows how the gradual increase in the power of the state imperceptibly leads to despotism and enslavement. Spencer criticizes lawmakers for ignoring economic laws that coordinate people's desires and efforts; attacks the doctrine of unlimited sovereignty of the government - both monarchical and parliamentary, and the associated concept of rights created by the state and therefore easily state abolished. At the end of the book, the political worldview of Herbert Spencer is formulated.
