Health development is an integral part of National Development. In the Ministry of Health's Strategic Plan (Renstra) for 2015 - 2019 with the vision of "A Healthy and Independent and Equitable Community". The Ministry of Health's policy and strategy directions for 2015 - 2019 include:

2. Implementation of health services with a sustainable approach following the human life cycle (continuum of care).
3. Health risk based interventions.
Primary health care facilities (FKTP) are health facilities that carry out non-specialist individual health services for the purposes of observation, promotion, prevention, diagnosis, treatment, treatment, and / or other health services. Health facilities included in the FKTP category include the Puskesmas and Pratama Clinic.
In accordance with the Strategic Plan and WHO also said that all health care facilities must provide quality health services. Quality health services are measured by 7 (seven) quality dimensions, namely efficient, effective, timely, safe, fair, patient-oriented and integration. At present conditions to achieve quality service there are no indicators that target performance for all FKTPs said to provide quality services.
Integrated service quality indicator (SCIENCE TERASI) is a quality indicator that is used as a basis for assessing the quality of service performance in FKTP, in addition to monitoring the integration of services in FKTP between Puskesmas and Pratama Clinic.
