In language, the call to prayer means al 'Allah which means announcement or notification, as the word of Allah za Azza wa Jalla:
وأذان من الله ورسوله إلى الناس يوم الحج الأكبر أن الله بريء من المشركين ورسوله
"And an announcement from Allah and His Messenger to mankind on the day of Pilgrimage that Allah and His Messenger disassociate ourselves from the polytheists ... .." (QS. At Tawbah: 3)
Whereas according to the term, the call to prayer is a notification that the prayer time has arrived by using certain pronunciation and certain methods. (Al-Mausû'ah Al-Fiqhiyyah Al-Kuwaitiyyah: 2/489)
Jumhur ulama agreed that the law of the call to prayer was fardhu kifayah. This means that if one of the Muslims has recited the call to prayer when entering the prayer time, then the obligation of the other Muslims is lost. on the contrary if you have entered the prayer time and there is no one who calls the call to prayer, then all the residents in that place will sin.
