NTT regional government policy
In order to realize local government policies in accordance with the RPJMD of East Nusa Tenggara Province related to the construction and development of facilities and infrastructure for Energy and Mineral Resources facilities by following the Energy and Mineral Resources development plan contained in the RTRW of the Province of NTT. In line with that, in order to support the Vision and Mission of the NTT Provincial Government, policies and strategies for the development of the energy and mineral resources sector have been formulated, as follows:
Policy
Preparation of implementing regulations and technical rules in the management of potential geological and groundwater resources;
Preparation and mapping of CAT Area conservation zoning and groundwater management plan documents;
Availability of Energy for regional needs;
Regional energy development priorities;
Utilization of energy resources;
Provision of data and information on potential mineral resources;
Improving the technical skills of the mineral and coal mining business of mining business actors and the community;
Guidance and supervision of Minerba Mining Permit holders on a regular basis;
Facilitation of low voltage network development;
Installation of house donations;
Facilitation of operating licenses (IO), electricity supply business licenses (UPTL) and electricity support service business licenses (IUJPTL) as well as operation-worthy certification (SLO).
Strategy
Reducing the number of mining without permits/PETI;
Strengthening community economic institutions that manage mineral and coal mining businesses;
the public regarding good management of natural mineral resources;
Increasing public knowledge about good management of natural mineral resources;
Preparation of education and training, workshops to improve technical skills in the mineral and coal mining business;
Optimizing state and regional revenues from mineral and coal mining businesses;
To provide guidance and supervision of mineral and coal mining businesses to IUP holders;
Prepare good data and information on potential Mineral SDA;
Efforts to increase the selling value of the mineral and coal mining business;
Provision of implementing regulations and technical rules in the management of potential geological and groundwater resources;
Education and training/technical guidance for geological and groundwater resource management apparatus;
Updating of data and information on the potential management of geological and groundwater resources;
Preparation of conservation zone documents in 38 groundwater basin areas;
Construction of monitoring wells and absorption wells;
Construction of drilled wells in clean water crisis areas, regional destinations and smallholder agriculture;
Making technical recommendations for the issuance of permits in the groundwater sector;
Supervise, control and foster the management of groundwater resources;
Carry out planning, research, management, supervision and control of electricity infrastructure;
Development of electricity infrastructure and facilities;
Carry out planning, research, implementation and supervision of company resources;
Increase the capacity of human resources in the electricity sector;
Increase exploration of EBT resources, potential and/or proven reserves;
Increase the production of energy and energy resources domestically and/or from foreign sources;
Improve the reliability of energy storage and distribution production systems;
Ensure the assurance of environmental carrying capacity and the capacity of the availability of energy sources;
Utilization of land that has a higher national resilience value and or strategic value if there is overlapping land use in energy supply;
Geothermal EBT development to support the construction of smelters and other infrastructure;
Micro/mini hydro EBT development to ensure energy availability in rural areas;
Development of solar NRE to provide energy for people in rural areas, public facilities and development of integrated marine and fishery centers;
Development of wind renewable energy to ensure energy availability in coastal areas in rural areas;
Development of EBT Bio energy for household electricity;
Development of marine current NRE.
