T.R. Ministry of Health HealthPass Mobile Application

HealthPass Mobile Application developed by the Ministry of Health of the Republic of Turkey for citizens living in the geographical region of the Republic of Turkey; It is an application where you can keep your vaccine, test and immunity certificates in international standards and can be used easily during travel. You can transfer your vaccine, test and immunity information to the HealthPass application and convert it to a certificate via the e-Nabız application, and you can securely store the certificates you produce on your phone.

The HealthPass application has been developed to facilitate fast and reliable international travel and cooperation in the fight against pandemics. It complies with the Digital Green Certificate standard published by the European Union. The test aims to manage and verify the secure flow of vaccine and immune data between laboratories, inspectors and passengers.


Processing of Personal Data
1. Purposes of Processing Personal Data
In terms of your personal data processed in the HealthPass mobile application, the data controller is T.C. It is the Ministry of Health.
Your personal data in the Health Pass Application is not recorded in the background in any way, and your identity, communication, health, transaction security and camera data; Making the "Digital Green Certificate" application published by the European Union on March 17, 2021 operational and "Health Passport" in order to show the certificate containing health information during transit between the member states of the European Union and to exempt people from measures such as PCR testing and quarantine, provided that they comply with the rules. With the creation of the “System”, it will be used to ensure that people can share their data with the airlines they will travel to and the authorities of the country.
Without prejudice to the exemptions in the first paragraph of Article 28 of the Personal Data Protection Law, it is not shared with third parties.

2. Method and Legal Reason for Personal Data Collection
In case you have the Health Pass Application read your Digital Health Certificate, your personal data is obtained by fully automatic means (through this application), and the legal basis for the processing of your personal data is the clause (a) of the second paragraph of Article 5 of the KVK Law "explicitly stipulated in the laws" and ( ç) pursuant to “It is obligatory for the data controller to fulfill its legal obligation” and in accordance with the third paragraph of Article 6; public health protection, preventive medicine, medical diagnosis; It is processed by persons or authorized persons or authorized institutions and organizations under the obligation of confidentiality for the purpose of carrying out treatment and care services, planning and management of health services and financing, based on legal grounds.

3. Rights of Relevant Persons and Application to Data Controller
Users of the Health Pass Application can use their rights set out in Article 11 of the KVK Law by applying to the Ministry within the framework of the provisions of Article 13 of the KVK Law and the Communiqué on the Procedures and Principles of Application to the Data Controller.
