The notification process could easily be replaced by a mobile app. Every employee will have an app installed on their mobile. The employee just need to open the app and type the reason why won’t be able to make it and when he will reach the office. The message will reach to the back end application that will decided who are the stakeholders the messages to be published. Who are the people emails should be sent. Also what are the other systems like HR or Attendance or dashboards the messages should be displayed. The solution will have two parts, the front end and the backend. The backend application will allow the employers to play with data as it will be exposed as API. The basic features of the backend will be to build the notification logic and sending the messages to stake holders.
