New rules for the fire regime from 2021 in the Russian Federation: decree No. 1479 on the fire regime. Detailed instructions on fire safety under the new rules.
The rules of the fire regime in the Russian Federation entered into force on 01.01.2021 until 31.12.26. Based on Art. 16 of the Federal Law of Russia, the new rules of the fire regime for 2021 stipulate requirements for the reconstruction of production, the behavior of subjects for security purposes.
Government Decree No. 1479 on the fire safety regime on September 16, 2020 was supplemented with the following sections:
The procedure for making fires on agricultural land plots.
The use of pyrotechnics, stage special effects at sports events or concerts in buildings, structures with a crowd of people.
Application, implementation of pyrotechnics for household purposes.
05/21/2021 was supplemented with sections:
1. The first paragraph of clause 76 after the words "Passport of the settlement," shall be supplemented with the words "endangered by forest fires and other landscape (natural) fires,".
2. The first paragraph of clause 414 after the words "for each locality," shall be supplemented with the words "subject to the threat of forest fires and other landscape (natural) fires, as well as on".
3. In paragraph 415:
a) in the first paragraph, the words "Settlement, territory" shall be replaced by the word "Territory";
b) supplement with paragraphs of the following content:
"The settlement is considered to be subject to the threat of forest fires and other landscape (natural) fires:
if it is adjacent to a coniferous (mixed) forest area or if there is a coniferous (mixed) forest on its lands (territory);
if it adjoins a land plot overgrown with reed and (or) reed thickets, weeds and (or) trees and shrubs (except for field and forest shelter plantations, reclamation protective forest plantations, fruit and berry plantations). ".
4. In paragraph 416:
a) in the first paragraph, the word "directly" shall be deleted.
b) add the following paragraph:
"An inhabited locality is recognized as adjoining a land plot overgrown with reed and (or) reed thickets, weeds and (or) trees and shrubs (except for field and forest shelter plantations, reclamation protective forest plantations, fruit and berry plantations), if the distance from the border of the settlement is less than 50 meters to the border of the specified land plot. ".
5. Clause 417 after the words "List of settlements," shall be supplemented with the words "endangered by forest fires and other landscape (natural) fires, as well as the list".
6. In the first paragraph of clause 418 the words "the list of settlements and territories" shall be replaced by the words "the list of settlements subject to the threat of forest fires and other landscape (natural) fires, as well as the list of territories".
7. In Appendix No. 8 to the said Rules:
a) add the name with the words "and other landscape (natural) fires";
b) paragraph 2 of Section I, after the words "forest plot (s)", shall be supplemented with the words "and (or) an area overgrown with reed and (or) reed thickets, weeds and (or) tree and shrub vegetation (except for field and forest protection plantations, reclamation protective forest plantations, fruit and berry plantations) ".
