When you tap a tile in the puzzle, it moves to an empty space on the bottom board. When there are 3 tiles of the same image in the area, those tiles disappear to make room for more tiles.
Since only 7 tiles can be held at a time, you have to be careful not to randomly tap tiles. If you are sure you can match 3 tiles to the same image, you should only click on one tile. Otherwise, you'll fill the board with a bunch of random tiles, and you won't be able to add more tiles once the space is filled.
