About Constitution du Laos
A first Constitution had been promulgated on May 11, 1947. The convention of July 19, 1949 then allowing the kingdom to obtain independence within the French Union, the neutralist members of the government in exile rallied to the king and the Constitution of 1947 is revised. The new text was promulgated by the king on September 14, 1949. The evolution of the international situation led France to agree to grant Laos (as well as Cambodia) complete independence: this is the object of the Treaty of October 22, 1953. The 1947 Constitution was further revised to reflect independence. It governs Laos until the victory of the Communists in 1975 and the proclamation of the People's Republic on December 2, 1975. But the country remained without a Constitution for a long time, the organs of the Communist Party being merged with those of the State.
The new constitution was adopted by the Supreme People's Assembly on August 14, 1991, in Vientiane, and was promulgated on August 15 by the President of the Lao People's Democratic Republic. A major revision was adopted by the National Assembly on May 6 and the revised Constitution promulgated on May 28, 2003. The structure and numbering of articles have been changed and many articles amended.
