About CODEX PENAL

The Criminal Code includes Criminal Codes in the Member States of the European Union, with the exception of Great Britain and Ireland.

Each Code is preceded by a brief presentation of the differentiation elements in relation to the Romanian Criminal Code.

The publication of this Codex creates a working tool that can be used in lawmaking, by reference to the standards of the European family member states, in the development of comparative criminal law, as well as in the dimensioning of criminal policy.

Every interested person will be able to see how the criminal legal rule protects the fundamental social values ​​at the level of each criminal law.

Each Criminal Code has been translated from the official language. Where translation from the source language was not possible, the translation from English (in case of Czech, Estonian, Finnish, Latvian, Lithuanian, Maltese, Dutch, Slovak, Slovenian, Spanish, and Hungarian Penal Codes) was considered. Codes that were translated from English were the basis for a project managed by the OSCE - Office for Democratic Institutions and Human Rights - finalized in 2017 (copyright 2017), whereby much of the EU's criminal codes (all except Greece and Cyprus) were made available to the general public on an OSCE Legislative Portal1).

He thanked the World Bank for the leadership of the World Bank, who understood and accepted the Codex project, the translators, colleagues from the Directorate for the Implementation of Foreign Directly Funded Projects (DIPFIE), and the C.H. Beck.

The Codex will be distributed free of charge to the Romanian Academy, the Superior Council of Magistracy, the Legal Commissions of the Parliament, the Government, each court and the prosecutor's offices attached to them, libraries of law faculties, and other legal libraries.

The Codex will also be accessible on the Ministry of Justice website and in the form of a software application free of charge on smartphones, tablets, with periodical updates made by researchers at the National Institute of Criminology.
