NOTE: The app rarely needs permission on some phone models. If the application does not open when you first install it, please find the "Settings -> Applications -> Manage Applications -> Expert and Headteacher Exam" application on your phone and activate the "Application permissions" section there, then come back one step and "clear data" at the bottom of the page. You need to do "clear cache".
