The proposal to establish such a date in 2007 was put forward by the Ukrainian Notary Chamber. The issue was considered slowly, and finally, in 2009, the Ministry of Justice of Ukraine decided to support this initiative. The final decision on February 22, 2010 was made by President Viktor Yushchenko, who signed the long-awaited decree.
