Bangladesh began exporting laborers to other countries in 1976. It continues to rise over time. Currently, about 1 crore Expatriate Bangladeshi workers earn their living in 176 countries. These Bangladeshis are demonstrating workplace brilliance, competence, and skill. Remittances (foreign money) obtained as a result of their hard work contribute significantly to the country's growth and economy. Taking into account the contribution of expatriate workers and their families abroad, the government established the "Wage Earners Welfare Fund" in 1990 under the authority of Section 19(1) of the Emigration Ordinance-1982 to provide assistance to workers' families abroad or to solve problems that had arisen. The "Wage Earners Welfare Board (WEWB)" was established as a statutory body through the "Wage Earners Welfare Board Act, 2018".
A Board of Directors composed of high-level inter-ministerial members governs the Board. The Chairman of the Board is the Ex-officio Secretary of the Expatriate Welfare and Foreign Employment Ministry. Bureau of Manpower Employment and Training (BMET), Ministry of Aviation and Tourism, Bangladesh Overseas Employment and Services Limited (BOSEL), (Security and Services Department), Ministry of Home Affairs, Ministry of Law, Justice, and Parliamentary Affairs, Finance Department, Ministry of Finance, Women and Children's Affairs, Finance Department, Ministry of Finance, Women and Children's Affairs The board is made up of top officials from the Ministry of Child Affairs, Bangladesh Bank, the Ministry of Foreign Affairs, the Bangladesh Association of International Recruiting Agencies (BAIRA), and three migrant workers, one of whom is a woman.
