The rules of this Code govern throughout the national territory and regulate the movement of pedestrians, users, passengers, drivers, motorcyclists, cyclists, traffic agents, and vehicles through public or private roads that are open to the public, or in the private roads, which internally circulate vehicles; as well as the action and procedures of the transit authorities.
