The Gram Panchayat (GP), as the local government in rural areas, is primarily responsible for delivery of various local services to their residents. The Institutional Strengthening of Gram Panchayat Project (ISGPP) aims at strengthening the institutional processes related to decision making and implementation with better participation, transparency and accountability; building capacity at all levels including mentoring and better oversight functioning and monitoring the coverage and quality of services delivered.
The MRS application has been developed for use by the Mentoring teams, who provide support to all GPs in the 19 districts and Siliguri Mahakuma Parishad (SMP) with on-the-job support and demand-driven capacity building for core GP functions. This includes subjects like planning, procurement, financial management, and IT. The mentoring teams comprising of 4 mentors are assigned to each GP. Mentoring inputs from these teams are coordinated and supervised by DCUs. With MRS application, Mentoring teams can report their activities in the web GIS on real time.
