Homeless household members are members of households (including the head of the household) in which the applicant and all household members do not own a house.

In the case of being managed as a winner, it is considered that an opportunity to receive housing is given even if the contract is subsequently abandoned or terminated, and is managed as a winner regardless of whether a supply contract is actually concluded.
