SCRIIN school is an app for schools that use SCRIIN activity meters to measure physical activity and encourage students to reach WHO's movement goals.
It does this by reading step data from a set of pedometers via Bluetooth. These meters are carried by the users and when a user passes the phone that runs this app, the step data is read by the current meter.
For this to work, the app must have LOCATION_PERMISSION as it can theoretically be possible to determine a user's position by reading when he passes a Bluetooth beacon.
