The Regional Council is the body of the Region that exercises the legislative function, helps to determine the political direction of the Region and carries out control functions over the executive's activity.

It also carries out any other function or activity attributed to it by the Constitution, by the Regional Statute and by national and regional laws. It has ample forms of autonomy, and in particular its own budget, its own organizational system and its own staff, distinct from those of the Executive.

Among the various functions, prerogatives and activities carried out by the Regional Council, the possibility of presenting legislative proposals to the Parliament is highlighted; to establish new municipalities in its territory, following consultation with the populations concerned; elect their delegates for the election of the President of the Republic; deliberate to request the carrying out of referendums on constitutional laws or abrogations of national laws.

The first elections of the Councils of Regions with ordinary statute were held in 1970. Under Article 122 of the Constitution, as amended by Constitutional Law no. 1/1999, each Region can determine its own regional electoral system, in compliance with the fundamental principles established by the law of the State.

In Lazio today there is a system that provides on the one hand the direct election of the President of the Giunta - which the Regional Statute qualifies as President of the Region - and on the other hand the simultaneous election of the regional councilors through a proportional system which also provides for a bonus of majority, the effects of which are to allow the winning coalition of parties to always have a majority of councilors in the Regional Council.

In particular, the regional law n. 2 of 2005 established that the Lazio Regional Council is made up of 50 directors, of which 40 elected on the basis of competing circumscriptional lists, and 10 elected with a majority system, on the basis of regional lists.

The regional list is composed so that there is at least one resident candidate for each of the provinces of the Region and that both genders are represented equally. The elected President is a member of the Regional Council by right.

The Lazio Regional Council liaises with the Councils of the other Regions through the Conference of Presidents of the Legislative Assemblies of the Regions and Autonomous Provinces.

At the European level, the Presidents of the Regional Councils participate in the Conference of European Regional Legislative Assemblies - Calre Europa.

As part of the guidelines on the management and optimization process of the institutional communication of the Regional Council and in the light of the reorganization and rationalization of the institutional communication process, the new App of the Lazio Regional Council was designed. With a view to smart living, the main objective of the new app is to expand the possibilities for using the contents of the website of the Lazio Regional Council. The new mobile application has the following features:

· Notices and notices;

Access to the YouTube channel;

· "Direct classroom" display;

· "Push" notifications, through which to notify registered users of the inclusion of new content.
