About Manual de Segurança Edifícios

This manual is in practice an attempt to summarize the legislation, national and European standards, technical notes and official clarifications of the various bodies involved.
With regard to legislation, the theme of fire safety in buildings (Safety) is governed by specific and very detailed legislation, based on Decree-Law No. 220/2008 (RJ-SCIE) already amended by Decree-Law No. 224/2015 and now by Law No. 123/2019 and Ordinance No. 1532/2008 (RT-SCIE) already amended by Ordinance No. 135/2020. The competent authority being the ANEPC (National Authority for Emergency and Civil Protection).
In turn, the remaining systems of electronic security (Security) are integrated into the law of private security and are mostly governed by Law No. 34/2013, already amended by Law No. 46/2019. and by other separate decrees and ordinances. The competent authority in these cases is PSP, the private security department SIGESP. Do not forget that this equipment, namely video surveillance and access control, sometimes has implications in terms of the General Data Protection Regime (GDPR), which is governed by Law No. 58/2019.
Inspection and monitoring of the GDPR is the responsibility of the National Data Protection Commission (CNPD)

This very simplified manual, which was designed so as not to be too dull, tries to be a memory aid for the dozens of documents and hundreds of pages of the various Decree-Laws, Laws, Ordinances, Orders, Portuguese Norms EN, European Norms EN , Technical Notes, official clarifications, manufacturers' recommendations, etc. on building security and more particularly on electronic security.

I think it can be very useful for: Security Officers, Security Delegates, Security Teams, Data Protection Officers, Security Officers, Security Technicians, Installers, Commercials, Security Designers, Students and Building Managers and condominiums. For Designers it can serve as a support base, however, they should follow all the current legislation that is much more comprehensive and detailed.
