In Basileia, there is the state of Cordium, the only one whose inhabitants are all beneficiaries of the magic they call Arcana in this world, and it was they who brought an end to the war after the attack on the capitals of the warring parties to force a truce. Since Cordium is the only holder that owns flying machines (thanks to magic, this world is more advanced technology than the real world during the 18th century), they threaten other countries to resolve disputes through diplomacy or will again threaten attacks from above.
