Why is such an application needed?
This application arose from the need to diversify protest methods. And as any protest aims to remove from the comfort zone the person responsible for creating grievances, we thought it would be interesting to put pressure on public institutions and authorities and online.
Who is it for?
The application is addressed to all citizens involved, who want to take a stand and bring change in public services. For example, under Law 544/2001 (citizens' access to information of public interest), institutions financed from public money are obliged to provide interested parties, upon request, over a period of time, information about spending money, awarding contracts , what document was the basis for making some decisions. With the help of GO 27/2002 (regulation of the activity of solving petitions), you can notify an institution regarding certain activities that fall within its competence, but which it has not honored. More simply, citizens can notify the Traffic Police of the lack of road markings that can endanger the safety of road users.
How can you get involved?
Simple, we identify problems, initiate requests for public authorities and institutions, and you can send them with the help of a "click". Each user can send one or more requests on their own behalf. The more we are, the stronger we are! Can you make petitions? Of course. These will be analyzed and prioritized by the “Evolution in the Institution” team. If approved, your request will be published on the app and multiple users can submit it on their own behalf. Why is it necessary to enter certain personal data? Requests sent cannot be anonymous, it is necessary to enter certain identification data. The notifications and requests that we send together with you will have legal force, so that, if the institution concerned will not respond within the term provided by law, we will be able to oblige it in court through a collective process, only with your consent. A possible lawsuit does NOT involve additional costs or involvement on your part, but will be the responsibility of "Evolution in the Institution" and the partner lawyers.
What results will we have?
We expect the institutions to stop ignoring or responding superficially to the requests made by citizens. The more we send a request for information of public interest, the harder it will be for civil servants to hide their petitions in a drawer. We are sure that this application can only be the beginning of a firm involvement of civil society, through another form of protest. At the same time, we can force civil servants to work in the interests of citizens and to be transparent in their work.
