Motivation Romania is considering three major components: access to outdoor space (parking, access road, entrance), access to the interior space (travel inner space to maneuver the wheelchair, vertical movement, if any, toilet adapted) and facilities provided depending on each specific objective (ie. easy access to shelf in a public library).
In light of these considerations were developed three levels of accessibility:
- AFFORDABLE
They are considered accessible targets that provides access without constraints and standards of people in wheelchairs to outer space, interior and facilities.
- EASY MODERATE
They are considered moderately accessible targets where access to one of the three or all three cumulative components is difficult, but it is not totally prevented. (Ex: a ramp with an angle harder to climb, a door with a spring which requires more force to open than easy handling, a counter inside taller than 90 cm at an information desk, a lift has controls positioned above 120 cm etc.)
- INACCESSIBLE
They are considered inaccessible targets or buildings where access to exterior or interior space of wheelchair users is not possible. (Ex: an entrance ramp that provides access to the interior, but interior space is not accessible for wheelchair movement. Or the opposite case, in which the interior space is accessible but can not be reached from outside.)
