Miner PSU tester

Miner power supply tester control program. Allows you to turn on the power outputs of the power supply and adjust the voltage.
Tested with the following power supplies:

Innosilicon:
- G1173 (T2Ti)
- G1191H
- G1240 (T2TZ T2TH T2THM T2TH)
- G1286 (T2THF 31t T2THM 30T T2TH 33T T3)
- G1306 (T3/T3+/T3H)

Avalon:
- PSU3300-01PLUS

Whatsminer P21 series:
-Whats Power P21

Whatsminer P22 series:
- WhatsPower P222C (whatsminer M32)
-Whats Power P221

Will probably work with other Innosilicon/Avalon/Whatsminer models as well.
