Within the scope of the National Health Service, and with a view to rationalizing access to the drug, the principle of compulsory electronic prescription for drug reimbursement was established.
Developed by SPMS, in 2012, PEM - Prescription Electronica Medica is the computer application for the electronic prescription of medications. This tool is available in primary care institutions and in the NHS hospital setting. Under the protocol signed with the Medical Association, PEM was made available to private prescribers, in order to reduce the number of manual prescriptions issued by these prescribers.
The concept of electronic prescription of drugs was materialized in the view that such an act should be digital, allowing the elaboration of prescription using prescription software, and access by pharmacies to prescription data, integrating in a single process all the actors : users, prescribers and pharmacies.
With the objective of providing a better service to the citizen, taking into account a better quality of service and greater convenience, to improve efficiency in order to reduce costs and time in the administrative process of pharmacies and in the invoice verification process by the SNS and with a strong collaboration in the fight against fraud while providing a service with greater security, the dispensing process, along with electronic prescription, allows access to revenue by pharmacies, for consultation and sending electronic billing, integrating in a single process all actors: users, prescribers and pharmacies.
Accordingly, and in connection with the publication of Ordinance No. 284-A / 2016 of November 4, and in accordance with Article 8-A, it is assumed that a mobile electronic prescription application the prescription of medicines through the issuance of dematerialized revenues.
This strategic objective constitutes a hinge area, which aims to adapt the Medical Prescription and the information about waivers of other data, referring to the various areas, the increasing use of mobile devices for consultation and information processing.
The Electronic Prescription in Portugal must respond to the need to ensure that the same prescription will increasingly occur closer to the Point of Need than the Point of Care.
SPMS, as responsible for Health Information Systems, can and should be at the forefront of this change, ensuring that it is possible to perform a set of tasks related to prescription (of medicines and CRDs, in a hospital or home environment) , as well as to the dispensing / supply (CRD's are an example), using mobile technologies. Thus the objectives of this application are:
* Provide a mobile prescription drug application that can position itself as an alternative for physicians operating in the private sector, address errors associated with the cards and certificates used for strong authentication and digital signature;
* Enable the consultation of receipts registered in the national system of prescriptions, issued by the prescriber to the respective user;
* Execution of the services of validation and registration of the prescription in online mode, guaranteeing that the issuance of revenue in the form Revenue Without Paper, totally dematerialized, being the information of the same made available to the user through an email and / or SMS.
* Increase the safety of prescription drugs, ensuring authenticity and non-repudiation of prescription, through the use of the Digital Mobile Key as a means of strong authentication and digital signature.
