Kicked out of the orphanage and on the brink of starvation, Nakajima Atsushi meets two strange men. One of them is Dazai Osamu, a suicidal addict who attempted to drown himself in a river in broad daylight. The other, the bespectacled Kunikida Dobo, stands nervously flicking through the pages of his notebook. Both of them are members of the Armed Investigation Agency, which is said to specialize in resolving incidents that the police and armed forces cannot even approach. Where Atsushi ends up accompanying them to get rid of a man-eating tiger that terrifies the population.
