Data collection?
This app refuses to add a cartoon effect to any image that does not contain a full face. If you have only partial or slightly obscured face such as the brim of a hat etc., it will not make a cartoon image. This makes me suspect that the app is more interested in collecting facial recognition data. It should be able to add a cartoon effect to a picture of a dog or a tree or anything else. But it definitely wants your face.
