Our boundless thanksgiving and glorification to the worthy of praise to Allah - the One who, having created the world and everything in it, became the owner of the highest justice over him, among all His creations endowed the person with special rights and ensured the protection of these rights. Praise and gratitude to the best and last of the prophets, Muhammad, in the teachings of the perfect and to the end of the world eternal Shariah brought to humanity theories about human rights and put them into practice. May Allah be pleased with the help of his comrades-in-arms and associates - the successors of his work.

The advanced countries, along with the pride they feel for full respect for human rights at home, urge other states to take an example from them. The leading powers make good relations with these states dependent on their creation of conditions for respect for human rights. With the ineffectiveness of such an approach, they also go over to the direct application of various penalties to regimes that disagree in this regard.
