Currently, the management of the health crisis in Madagascar constrains and delays the public authorities in the implementation of the General State Policy (PGE), thus relegated to the background. It emerges from the findings that certain programs relating to the thirteen (13) "Velirano" respectively included in the Emergence Plan of Madagascar (PEM 2019-2023) are left out, or even modified compared to the initial indicators, and this, without prior citizen consultation.
As a result, access to information for citizens, transparency and accountability of the state are significantly reduced. Government data publications are out of date and difficult to access. The achievements of the state do not conform to the expectations of citizens. This situation seriously undermines the relationship of trust established with the government in the democratic regime.

As part of the Support Project for Francophone Open Governments with the support of AFD and implemented by Expertise France and CFI, the NGO Ivorary is implementing the BAROCI or Citizen Barometer project. The project aims to assess public policies and the 13 velirano or presidential commitments, including the context of COVID19.
