It's a virus app. If you aren't have enough knowledge to use it, don't install it !!!
You can use Annoy Notification app with following steps,
1. Give AutoStart Permission to show anytime.
2. Give Admin Permission to make not uninstallable, u can skip though.
3. Press Start Notification to start show creepy notification, tap as how many notifications you want to see at one time.
4. Hide App to confuse the victim which app or where the app is showing notifications.
