RECA: Mobile application in language for remote agricultural advice designed by the National Network of Chambers of Agriculture (RECA Niger) and the Regional Chambers of Agriculture (CRA) of Niger.
The Chambers of Agriculture of Niger were created by Law 2000-15 of August 21, 2000, supplemented by the implementing decree of May 18, 2001. The RECA will be set up in July 2006. The CRAs are “public establishments”. of a professional nature ”and are 8 in number and the functions of the RECA:
• For RECA: Make known the concerns of the various categories of rural producers and put forward their points of view within the framework of development policies and programs;
• For RECA: Inform rural producers in all areas that concern them and facilitate their access to services and resources by providing them with adequate guidance and advice;
• For RECA: Help rural producers in the promotion and implementation of their projects, by promoting their organization and facilitating the mobilization of the technical and financial support they need;
• For RECA: Defend the interests of rural producers.
RECA is an application in Hausa, Zarma and French intended for producers and agricultural technicians-advisers composed of five (5) components described below:
- Reception: Information on the RECA Call Center, Text and audio messages in Hausa, Zarma and French for agricultural advice on mango dieback, phytosanitary products, cowpea conservation, ...
- Call Center: Producers' questions and their answers given by the advisers and experts of the RECA Call Center
- Practical sheets: Technical sheets for the preparation of biopesticides, crop catalogs, information on pests (to come), agrifood processing methods (to come), etc. developed by RECA, CRAs and their partners
- Radio broadcasts: Audio on radio broadcasts broadcast by RECA and CRA in community and private radio stations in Niger on fattening, white fly, tomato moth, cabbage moth, Spodoptera Frugiperda, .. .
- In pictures: Phytosanitary information, the activities of producers and agricultural advisers, ... published on the RECA Facebook pages.
In December 2018, the RECA held an elective general assembly, 4th since its creation. It allowed the renewal of the 6 members of the executive board.
The 8 CRAs and the RECA have a total of 529 consular members elected by producers or producer organizations. Six (6) of the eight (8) regional CRA chambers have a seat built or renovated as well as the RECA whose seat was inaugurated in February 2019. The RECA Consular Assembly comprises 38 members distributed as follows: 8 presidents of CRA, 3 delegates including at least one woman for each of the 8 CRAs and 6 delegates from the national umbrella structures of producer organizations.
The executive board of RECA is made up of a president, a vice-president, a treasurer, an assistant treasurer, a secretary and an assistant secretary, i.e. 6 people elected from among the consular members to whom it is necessary to add 2 auditors.
The 4th term of RECA will continue the activities initiated by the previous team. For this, RECA has just drawn up its 2019-2022 strategic development plan (PDS), to develop and promote useful services for agricultural professionals.
