This application provides 31 municipal reports, 18 from Rio Grande do Sul and 13 from Santa Catarina. Added to these, 2 regional reports from the areas of operation of Sicredi Alto Uruguai RS / SC / MG in the state of Rio Grande do Sul and Santa Catarina contemplating the consolidation of municipal reports. With this, we seek to contribute to the local and regional collective development of the municipalities. The same was developed in partnership with the Federal University of Santa Maria (UFSM) and the municipal communities. The idea arose from the challenge of building a broad and detailed study to support discussions related to the challenges, opportunities and potentials present in each Municipality in the Cooperative's area of activity in the north of Rio Grande do Sul and the far west of Santa Catarina.
This initiative was built in cooperation with local actors and representatives of public and private entities, linked to the different sectors of the economy and society. In this process, the contribution of “Qualified Partners” stands out, mainly due to the shared knowledge, vision of the future and managerial and entrepreneurial spirit.
In order to know the reality and the levels of development of the different municipalities, primary and secondary data were used. The survey of primary information was carried out through interviews and meetings with “Qualified Partners”, authorities, representatives of organized civil society and local leaders from all municipalities.
This made it possible to identify the relationships between the different levels of social capital, trust, cooperation, association, innovation, qualification and income generation, making it possible to understand the different levels of development of each municipality.
In the regional reports, a more robust analysis can be verified through multivariate statistics, allowing the crossing of primary and secondary data.
Secondary information, of an economic, social and environmental nature, was obtained from the different governmental and sectoral databases, in which the IBGE Automatic Recovery System - SIDRA of the Brazilian Institute of Geography and Statistics stands out, the Statistics Dissemination Program of the Labor (PDET) of the Labor Secretariat of the Ministry of Economy and the Rural Environmental Registry of the Ministry of the Environment.
The reports present the synthesis of the results of the research carried out in the municipalities and are divided into four parts: The introduction, the second part presents the analysis of the socioeconomic and rural environmental profile of the municipalities in the area covered by the cooperative in the state of Rio Grande do Sul and of Santa Catarina. In the third part, the reader will find a set of reflections on the development process of the municipalities, from the contributions of the Theory of Endogenous Development and the analysis of the municipal data. Finally, the fourth part presents the final considerations, the public policy and private policy proposals.
We believe that the studies made available in these reports, added to the countless initiatives underway in the region, can contribute to the improvement of the entrepreneurial and innovative environment, indispensable to the process of economic, social and human development.
