Government policy through Government Regulation (PP) Number 43 of 2007 concerning Amendment to PP Number 48 of 2005 concerning Appointment of Honorary Workers to be Prospective Civil Servants (CPNS) and PP Number 56 of 2012 concerning Appointment of Honorary Workers to CPNS and Circular of Minister of PAN RB Number 5 of 2010 concerning Data Collection of Honorary Workers who work in the Environment of Government Agencies, has resulted in the procurement system of Candidates for Civil Servants (Category 1 and Category 2 Civil Servants) within the Government. The main characteristics of CPNS Category 1 and Category 2 are having experience in the field of work while being honorary staff and the procurement system is carried out with special selection, demanding that the State Administration Agency prepare a separate Pre-service Training System for the CPNS, namely Pre-service Training which is appointed from Honorary Staff K1 / K2. CPNS Pre-service Training which was appointed from K1 / K2 Honorary Staff is directed to increase knowledge and broaden the CPNS's insight into how to become a Civil Servant (PNS) who can provide good services to the community.
Submission of the Whole of Government training material uses a heutagogic learning approach, in a classical and non-classical form consisting of interactive presentations through interactive lecture methods, brainstorming, questions and answers, discussions and exercises. Participants are advised to read all available material, answer questions and make exercises in the eye training module.
