Pagar Nusa was formed on January 3, 1986 at the Lirboyo Islamic Boarding School, Kediri, East Java. NU legalized its establishment and management through a Decree dated 9 Dzulhijjah 1406/16 July 1986. The birth of Pagar Nusa began with the attention and concern of NU kiai towards the decline of martial arts in Islamic boarding schools. In fact, initially, pencak silat was a pride that was integrated with the life and activities of the pesantren.
On September 27, 1985 they gathered at the Tebuireng Islamic Boarding School, Jombang. The aim is to form a forum under the auspices of NU which specifically develops the martial art of pencak silat. The meeting was attended by martial arts figures from Jombang, Ponorogo, Pasuruan, Nganjuk, Kediri, Cirebon and Kalimantan. Then an official decree was issued for the Formation of the Preparatory Team for the Establishment of the NU's Pencak Silat College which was ratified on 27 Rabi'ul Awwal 1406/10 December 1985 and valid until 15 January 1986.
The name of the organization that was agreed upon in the meeting was the Nahdlatul Ulama Pencak Silat Association, abbreviated as IPS-NU, which later became PSNU. East Java PWNU chairman KH Anas Thohir then proposed the name Pagar Nusa. The name "Pagar Nusa" comes from KH Mujib Ridlwan from Surabaya, son of KH Ridlwan Abdullah, creator of the NU symbol.
KH Suharbillah proposed the symbol for Pagar Nusa, namely a pentagon with a green base color with a globe inside. In front of it is a ribbon that reads "Laa ghaliba illa billah" which means "no one wins unless he gets help from Allah". This symbol is equipped with nine stars and a trident as a symbol of pencak silat. While the sentence "Laa ghaliba illa billah" is a suggestion from KH Sansuri Badawi to replace the previous sentence, namely "Laa ghaliba ilallah".
