A Lot of Guessing

The directions are extremely poor. Actually, they don’t exist. Match identical tiles, not very good directions, a lot of information missing. What is the purpose of “the number of matches”? What is the purpose of the arrows at the top of the boards on each side? Is a game winnable? Can you shuffle remaining tiles at any point?
