In the colonial times of India between 1834-1937 there was a "Kangani & Maistry system". The word Kangani in Tamil, a South India language means 'to over see with your eyes" & Maistry is foreman used all over India.

It was prevalent in the
Indian peninsular to contract & send labourers to Ceylon,Burma, Malaysia, Mauritius,Uganda,Nigeria etc to work in the colonies of the British Empire. The labourers were sent from formerly Bombay, Madras & Calcutta ports.

The colonial authorities had granted license to authorised local people i.e; Maistry, to oversee the recruitment & supervision of the labourers employed in mills, plantations, factories & other commercial establishments.

This is still in practice in construction/ industrial/ leather etc factories. This system works fairly, as the Maistry is the point of contact to oversee the working & welfare of his people. He's the conduit between the Head of the organisation & workers.
