StreetLightWizard is an app that can control 4 switches in 2 separate devices connected to a Particle Boron chip. Although the app runs on a mobile device and will need to be connected to the internet, the device connected to the boron chip just needs to be in range of a cell phone network. see https://docs.particle.io/boron/
