About GEMS-MoPA
The objective of the program titled “Government Employee Management System” under the Ministry of Public Administration is to bring dynamism to public service management and ensure greater transparency and effectiveness in the decision-making process by modernizing the public service management system. The main objectives of this program are:
To prepare a reliable and dynamic database of government employees and existing government posts;
Develop online systems for performance appraisal and decision-making related to human resource management;
Creating evidence-based decision-making opportunities in human resource management.
Under the scope of activities, existing laws, regulations, organizational structures, and job descriptions related to human resource management will be reviewed. Research and analysis will be conducted on employment and recruitment rules, terms of employment, and recruitment procedures. Based on the findings of the research and analysis, seminars and workshops will be organized, and policy recommendations will be formulated as necessary.
